Back when grandson began riding I searched for and found an ad for an 82 CR 250. The price was right and I jumped on it. When I arrived, the seller indicated that without additional fee, some extra parts were available.
We loaded the running bike, along with a 84 just missing front forks, and several large boxes of mostly new parts. Pistons/Rings cylinders, gearcase, multiple cylinders, etc etc.
We quickly finished the 84 and rode both bikes occasionally for several years. However, both bikes are no longer running and none of my motorhead grandkids seem interested in putting either of them together.
I am capable, but not so much inclined to spend the necessary time restoring them to running condition, unless properly motivated to do so.
My question is, what value would these have as non running 'basket case' bikes, as opposed to being re assembled running bikes?

You can definitely get more by parting them out. Most people don't want the hassle of disassembly, posting ads, shipping parts, etc. With both bikes being basket cases, I think you could get $300-500 for the pair.
