Does anyone know someone or a company that can rebuild the 1980 cr250 elsinore shocks and about how much it would cost? It may not be worth it but I thought I would check around before I went for some after-market products.

Any suspension shop or good local shop should be able to handle it easily. That odd looking metal piece on the end of the reservoir is just a pushed in metal cover. Tap down one side of that cover to get the other side to pop up. Then you can remove it and you'll find a schrader valve like most other rebuildable shocks. Everything else is normal.
Good luck,
