Post subject:  MT250 Keihin Carb Problem Resolved!
After many months, much time, money and lots of frustration I have finally resolved my Keihin carburetor problem. Here's my step by step remedy:

#1) Remove Keihin carburetor from motorcycle

#2) Throw said carburetor in trash can

#3) Call Sudco and order new Mikuni ($179.00)

#4) Install new carburetor once recieved

#5) Enjoy motorcycle
