In a effort to try to set my points according to Hondas shop manual I'm afraid I'm way off now, is there a step I'm missing or just a better way of doing it. It seems if I set them to just open on the F mark I loose spark put and never see them open to .024. The bike is currently airing out after a stuck float so I was just trying to confirmed their set right.Any help would be appreciated.

Do this with new points. Otherwise the gap cannot be set correctly.
With used/pitted points you will have to do this with a test light and it isn't easy. Add to this, everytime you tighten the screw the gap changes.
While in there be sure your crank bearings are tight. Otherwise you will still be chasing your tail.
