Pull the insert silencer out and look into the pipe.
On mine I could see the opening quite plugged.
If I recall correctly it had 3 openings that were maybe 1 to 2 inches long? and a twist as it to create a venturi effect.

I used a plumbers torch for SEVERAL minutes to burn off the buildup.
The pipe needs to be off the bike and air needs to flow out the head pipe in order to allow enough oxygen in to keep the flame burning hot enough to burn off the carbon.

Take your time and do it right. Hopefully you dont have to cut the pipe open.

I dont know. IMO if you want ALL out either cut it open or look for new (doubtful).
I recall now that I used long drill bits and rods to help knock that dark matter off when heated.
