Ok the battery test at 9.3 volts when the bike is running.

I guess this means that the rectifier/regulator is not working?

Any suggestions on getting a new one?

Before anyone can even get a chance to anewer your question we need to know what year and model the bike is.
My 1975 Honda mt250 does not have a regulator but uses a resistor hidden behind the headlight bucket. If that has failed or is not there or has a poor connection to it your headlight will burn out immediately when you rev the engine.

It is a 1974 mt 250.

It has a big green resistor attached to the light bulb with a white wire.

I guess I could try to check resistor.

Any chance you know how to test the resistor?
