Post subject:  1978.5 RM250 overreving and won't throttle down

After about two hours riding yesterday I was coming up a straight away and when I released the throttle the bike kept burning up the hill. I ended up taking it up a steep hill in 4th to stall it.
When I kicked it back over it was reving to the max and wouldn't come down.

Can someone please advise me of the best chain of inspection to follow to try to track the problem?

try checking if your throttle is sticking and if not there may be something up with the carburator, try taking that apart and cleaning it out

I opened up the throttle cover and it was all frayed. When I checked it out it just fell apart,the metal ends just fell off. Original cables so they were due. Here's the bike for anyone interested.
