What is the best way to get spokes to look like new?

depending upon condition: new spokes, dremel tool with abrasive wheel, media blast etc.

If you're going all-out, you'll have to have them replated.
Maybe someone here has a recommendation for a plating source. (Sorry, I don't).

Which bike you doing the spokes on? I recently bought NOS spokes front and rear for my 74 CR125M resto, happened to find a set of NOS rims as well. Now upon knowing which bike you have I may have a solution for you, I have purchased approx. 150-200 NOS spokes lately for different bikes and after comparing them to NOS Honda spokes they are so close its not funny. The nipples are the correct color and diameter, the shafts are the correct diameter but they are a few millimeters too long. In the next week or so I'll be re-lacing a few rims I reconditioned with these spokes to actually see if they'll work or need a little TLC to make them right. I'll post a pic when done.

I am redoing a 74 cr250. Spokes are straight but not shiney and new. Let us know how they turn out and maybe you would want to part with enough spokes to do a front and rear wheel.

Yea, vintage Iron, they are SS, they have front and rear sets 80.00 a set.
I had to ream the holes in the front rim with a letter "L" bit I believe, but
not a problem.

A lot of Honda parts are zinc plated, spokes included. Zinc works to protect parts from rusting and can be polished up nicely.

I'm not sure what the zinc plating costs but I'm pretty sure it is relatively cheap if you do the prep work so the plater just has to tank them. Just look in the Yellow Pages under Metal IIRC.
