OK, in a little serious vein as a general overall rule and all other things being equal I'd say suspension trumps HP. But just a general rule. Devil is in the details as they say.

I'll take good suspension anyday over a good motor. As long as the motor is competitive, work on the suspension...
good working suspension will tire you out less and you can go into the turns harder and hit the jumps faster. The only thing a good motor is going to get you is to the first turn quicker, and out of the turns quicker (if they are smooth)
Get the suspension working good, then work on the motor. Just my $.02
