thank you guys for replying you have no idea how much it helps to have some ideas. i appreciate it alot. i measured the float and mines at 16 mm so i am going to order a complete rebuild kit and see if i can get a new float. the needle and seat were replaced already to remedy the issue but it didnt work at all. i am going to set the float at 20 mm and try it while im waiting for the rebuild kit. havent done the compression check yet but will soon. just a quick note, im assuming the little oily build up on the piston (remove spark plug and scrape top of piston with screwdriver) is due to running rich... but ill know more after compression check and let you guys know. thanks again for the help, i havent been able to find any help at all

Be careful with the rebuild kits - not all are listed correctly. For example, this one will probably fit your carb:

... but this one almost certainly won't:

As you can see from the pictures, you'll be getting another needle valve and seat, a few O-rings, some gauges, and that's about it. It can't hurt to have another needle valve, though.

Unless your float is visibly damaged or corroded badly, you shouldn't need to replace it. The float height is set by bending the small tang that pushes on the needle valve. Bend it so that you have 20mm float height when the needle is just barely fully seated (there's a spring-loaded plunger inside the needle, don't compress it when setting float height).
