For obvious reasons, you should take the throttle, throttle cable, and carb apart to determine what exactly is causing the hold-up.

Because throttle parts are consumed fairly quickly (wear and tear, crash damage etc..) if you buy OEM parts you might want to bank them in anticipation they will not be available later. Throttle tubes seem to be particularly scarce.
Theoretically you can mix and match throttles and cables between applications that use a similar carb. However you can burn up a lot of energy checking that the overall cable length works, and that the new throttle creates the right amount of "pull" to lift the slide. You might use one from any Japanese bike that has a 36mm round slide carb assuming that is what you have on the 1982 CR250R.
http://www.motionpro.com offers at least three after-market throttle models - Turbo Pro, Vortex and CR - that would probably fit your bike. They will make sure you have the right cable for your chosen throttle and carb combination.
http://www.terrycable.com will make a custom cable for any combination of throttle, carb and bike. I currently have a Motion Pro Turbo and cable on my Honda CR250R 1979 and it works fine, although the cable is a bit long, but this makes rotating the carb for jetting changes easier.
I put only the smallest amount of sewing machine oil in the wheel in the throttle, and lube the throttle cable. I do not lube the throttle tube/handlebar just keep it clean and make sure dirt is not getting in from a torn grip.
