Make sure it is very empty of gas. Add some water and a half gallon of rough gravel. Shake it until you arms fall off and then some. Empty gravel and rinse very well. Add water to check for leaks which often happens due to pitting of the metal. If OK, add gas and don't ever let it get real low. For storage, add some WD-40 out of a can, not the spray type, to an empty tank.

I used the Kream kit available at many cycle shops. Worked well for me. I searched a lot of web sites. Some people use muriatic acid (very corrosive / used for swimming pools) some use a battery charger (electrolysis) some use gravel or nuts and bolts to loosen the rust. The most useful suggestion I found and used was to drop a couple pieces of galvanized steel chain in the tank to shake the rust loose. I did this with the acid solution in the tank. Why chain instead of nuts, bolts or gravel? The opening in the tank has a lip inside. You can fish the chain out in 30 seconds.

Make sure you remove the petcock and seal the hole first. I took a small piece of bar stock and drilled 2 holes in it and made a gasket.
