Everything is tight and I can still grab a hold of my rear wheel and slightly wiggle it back and forth does this mean I need new bearings or am I missing a flat washer on the axle bolt the axle bolt inside the swingarm? the bearings dont sqeal or make any noise.

Do the bearings have any slop in them? Only washer I can think of is the one over the brake housing...the one with the rubber o-ring behind it.
Spacer on each side of the rear wheel and thats it.
I'd take a close look at the bearings, they should be tight, no play in the inner race that the axle rides on. And I'd double check and make sure the play isn't coming from the swingarm pivot, bad bearings and bushings there. Food for thought.
